Let's START !

First We Will Open Our Image In Photoshop :

 

Click On This Mask Shape In The Pallet Of Tools :

Then Select The Gradient Tool : 

The Gradient Tool Should Be With These Settings : 

Then Do A Gradient On The Place That You Want It To Be Clear , Just Like This :

Then Deselect The Mask Shape Button To Have This Result  :

Then Go To Flitre -->Atténuation -->Flou De L'objectif : 

Then Do This Settings , It's Perfect For Me , You Can Adjust Them For Your Choise Of Photo : 

Then Go To Image-->Réglages-->Teinte/Saturation : 

Then Do These Settings : 

Then Go To Image --> Réglages --> Courbes : 

Then Do These Settings : 

And Here Is The Result :D
